Killing homeless people just doesn't go over very well. My rationale is that if I was homeless and I was offered a safe cell, I would take it. I'd keep my dignity, I could keep my stuff, I would have a minimum number of rules to follow. That's all I'd want from a shelter.

And if I were in a prison, there would be little chance of rape or violence, I could shitpost on 4chan all day, play games, read, and learn programming. I could do bodyweight workouts. In short, mostly what I already do on a day-to-day basis. It's actually an improvement over current prison conditions.

And of course this would be a lot cheaper.
