It's fine to say hi to randoms in public. Better if it's not really crowded, or you're the only 2 people in the area. Stop being so scared and autistic. If it offends someone they have severe mental issues.

In my town, everyone in my apartment complex says hi (they also wave from their car, or wave at cars in the parking lot), half the people I walk past on the street also do. In a bigger city, it was more rare.. but early morning or late at night when nobody's out, it would happen.
