The difference now is that we have artificial limitations in place through laws and bullshit school policies that inhibit this natural order. Many times the establishment will crack down harder on those who resist their aggressors because of laughable zero-tolerance policies on school misconduct. Before, when Joe harassed the shit out of Jack for kicks, Jack would simply punch him out and that would probably be the end of it. Now, if Jack retaliates, he is going to be the one punished. Keep in mind many youth who are bullied tend to already be poorly socialized, whether through neglect or by being raised in broken homes. With no support structure at home or in the classroom, these individuals are often isolated and tormented to their breaking point.

As social and heirarchal creatures, there will always be a pecking order, and some modern schools of thought believe we can eliminate it through equality; which is an utter pipe dream. Though the pecking order exists and always has, humans natural state that allowed them a modicum of resistance and self sufficiency has been utterly obliterated by unnatural social constructs and arbitrary limitations, as pure as their intentions may be, the best solution to stop bullying and harassment is to teach kids to stand up for themselves, not just hush it up and lecture. Kids who bully aren't going to care about their victims feelings. The only tangible currency that matters is the exchange of force.

So because these kids are stuck in an invisible prison and probed, prodded and abused endlessly, at some point it will reach a critical mass and they lash out with excessive force.
