I select the area, CTL+Shit+L a bunch of times to lighten, CTL+Shift+B a bunch to change the color to what I want, CTL+ALT+A to bring up 'Camera Raw'. Tweek the contrast, lower the highlights, lower the whites, Tweek the clarity, close. Use burn/fade to pop what the rest got you.

Tight white shirt, good size picture(200 KB+, higher the better), no bra. Those are ideal conditions. Bikinis are tough cause they are kinda meant to not be see though. Patterns, and Lase also suck for xray.
