The most simple explanation is that you are trying to make sense out of decisions that are taken by a politician.

That is faulty reasoning at best : Politicians (of any board) don't make decisions to be sensible. They take positions on the things they know they will get the most support for.

In other word, Trump's decisions are the aggregate of what his PR told him he can afford to do with his approval rating. Would be the same with Hilary, would be the same in an other country.
