Individually, it's not possible to x-ray through:

1. Padded clothing like bras.

2. Multiple layers of clothing

Let alone both at the same time, as is the case with the pic you posted. Anything you've seen on the contrary was a fake, not an x-ray. They are two very different things.

Also, it doesn't help at all that the image quality is garbage. That makes it even harder, if not impossible to x-ray. Genuine x-rays rely on fine details, details which are lost when the image quality is shit and pixelated like the one you posted.
