Here is what I think should work for tribal placement. Abilities are final for now.

i moved cities and forts out of land improvements because they will have an indicator on the map itself

Table has one problem. Otherwise it's perfect. There is a city table which tracks which buildings are in each city. That is basically the city table.
Cities can have all the buildings built in them unless it says so.
Civ tables track empire stuff, and techs, along with trade routes.
Looks really good though.

We could actually just copy and paste the table twice.
First one might need another column or two, rename the columns to the techs, and then the second tier where improvements are right now to Empire tier.
Copy and paste so the second set is just the buildings, show who currently controls the city.

Remember the idea is that if you get enough gold, you can keep scaling up, and the map has more and more improvements as the game goes on.
And that cities and tile improvements are built onto the map, so that you can conquer highly developed cities and steal all the shit in it.

GoB and 200 BC or AD 1200 all sound good.
I'd like to get some more experience with boats.

Did a demo at the top for the cities and techs for what I'm envisioning.
So the map starts without cities on it and people build their shit up.
Table 1 tracks individual nations tech progress, and if they are a client state, empire, kingdom, or what type of chiefdom
Table 2 tracks who owns what cities, and what buildings are in them.
Forts, Farms, Fishing Boats, Cities, and Pastures are all built and tracked on the map.
Demo city shown here.
The Green Uralic tribe has been named North Urals.
They built in a city in their territory. They have also built one farm, one fishing boat, and two pastures in tiles near the city.
Being a Uralic tribe they start with Hunting and Archery. They have also researched Sailing, and then built a port in their city. Perhaps they have a neighbor to the east they seek to trade with?

The Saami have been producing more gold faster thanks to that trade route, and have been able to get metal working and Iron working over time. Thanks to the Forge they can potentially get +1 for each city that they build it in, is this case, two cities can have it built in it, and they build them.
This is the major reason for building cities. Certain buildings give you combat bonuses, enabling each city you own to give you some small bonuses.

The extra columns are for trade routes, and differentiating among the empire chiefdom, and client state types. So some housekeeping left for it. Overall though, it is ready.

We could say that when you pick a faction, you lose all but one of its tiles. You then have to rebuild them from there.
Represents you starting as a village leader, uniting your people into a confederation, then taking over other tribal confederations.

I get that historical accuracy is good, but we only have quality historical abilities for about 3/4 of the tribes. I think in this case gameplay might be more important than accuracy.

I must say that I like it a lot when there are small bonuses. Having the max you can reasonably get be 7 is good. in the range of 1-4 seems like a good start for smaller maps. And abilities are always fun.

You could actually do a GoB style thing for AD 425 Britain.
Compete to be crowned Bretwalda.
Some minor cities exist that grant maybe +1
Holy Sites grant +1 to you and your allies.
Have to own London to win, and become Bretwalda.
Saxons arrive across the channel as player factions, attacking the coasts of England.
Various abilities for other factions.
Roman Strongholds on the map.

I also had an idea that might make some funny as fuck situations. Election 2016 Risk. Have to conquer the states to get their electoral votes. Some bigger states may have extra bonuses.
