I don't want to go on a mining trip and suddenly run out of Werrium, since that's used for our suit, our mining blaster, and our ship's energy core.

Since yours was the lowest, you could only mine in one system. Better permits meant you could mine in more than one system, lower taxes and further access to certain planets/asteroids/etc.
