In the increasingly changing world of the Avlon, master mages and other old spellcraft are being phased out of existence by the teachings of hiring of many apprentice who will do minor enchantments on one item rather than a skilled master. This is when the colonial race is revived with the demanding market for more raw materials along with technology closing the gap in terms of power with enchantments, resulting in machinery consuming more fuel and minerals. While the old Alliance Wars were long over the bitter rivalry threaten to flare up again on the Elt continent where empires have fought for less.
The far eastern islands at the edge of the world in Sengoku lies the Elven Empire. Males were rarely born for elves leading to many elven societies developing into extremely overprotective families where men are striped of rights and are contently watched or guarded. The political union of the empire is nothing more than a series of tribes that swore allegiance to the God-Empress during its founding. It has been 1000 years since the first Lady-Regent took political and military power away from the reigning Empress it what is known as the Hog War in which three tribes fought to hold the holy imperial throne. It has been 300 years since the end of the Elven Warring States Period where the general Jintai Takamosa led a coalition to overthrow the tyrannical Lady-Regent Minni Keyusoni and install herself as the Lady-Regent. It has been 10 years since the first outsider ships forced the hands of Lady-Regent Kereyu Takamosa to end the self imposed economic isolation. Even the secret police (Senchotai) couldn't crush the growing dissent against the Lady-Regency within the various tribes, for the end of isolation meant import tariffs were abolished and the influx of better quality cheap foreign goods cut into Elven markets.

I really, really like your concept. Or at least what I think it is.

But your writing is rather hard to parse.

Take some deep breaths. Slow down a bit. There are simpler ways to inform us that this is Fantasy Elf Japan at the end of the isolation period.

Like telling us that this is Fantasy Elf Japan and linking us to a wiki if we're more curious about the specific period. Trying to smash together the history of Japan into three blocks of text along with, with fantasy elves thrown in, is a foolhardy task.

As you wake up from your bed the air feels too calm. Time to start the morning classes with the few student you have under you. More information about natural elements could be taught to finish what you were teaching yesterday or move on to more advance topics. You could just make your students do more practicing with elements again like lass time but that could backfire. What should you do when you arrive at the university?

All your 5 students seem to be in shape except for that one girl in the back who has a cold but even than if the cold didn't grow to a fever she shouldn't die. The class jester, Taiski, still had her left hand burnt by literally playing with fire during an exercise. Pretty foolish to try to juggle fireballs when you can barely keep the element from exploding in her own face. Where even the smart one, Sosenyu, always thinking herself so smart once end up embarrassed when trying to show the rest of the class that she could turn the floor into a ice skating ring. You remembered you had to thaw out everybody's feet in the room with a tiny flame.

Well, throwing around fireballs and accidentally freezing your own feet is not considered advance magical arts in Sengoku. Even an army of magically talented conscripts could be taught how to shoot formation lighting.

Some magical experts may say "one is more in tune with a certain element" is something most regard with laughter. Anybody with magical talents could be taught any elements but they may have preferences yet rarely are there any cases of mages physically unable to use certain elements.

About 1/10 of everybody can use magic but it's just about as advance for many of those people as throwing around elements without any idea for what they are actually doing. In Sengoku the magically talented became a rather big problem in early society as mages often end up as warlords or raiders. Those wielding magic were first often rounded up to be killed or worshiped before the time of the the first God-Empress. After the unification of Sengoku, mage schools were used to store and train any magical talented then hopefully graduate to become civil servants or join the military. Those mages coming from nobility would almost always try to join the military of the tribe they came from. The Senchotai is also filled with mages but most for the usage of hunting down other mages or acting as spies.

OP's saying that the general opinion is that no-one is born with an affinity. That doesn't mean that they can't choose to specialise in using one element, or instead choose a broader study of multiple elements.

Let's teach our first course on water magic. Their first test will be to use to use only their magic to extract the water from a pile of wet sand into a small ceramic sake cup. An easy task to start the morning, so they'll also be timed with sand hourglasses set to ten minutes. They will have to fill the cup with water before the hourglass runs out.

You wouldn't call yourself an alcoholic but a person of refine taste for hard drink... sure let's go with that. This is especially true for a teacher that shouldn't be drink during class but it's not like the students could do anything about it.
Everybody pretty much extracted the water from the sand in no time with Sosenyu being the first. Well, almost everybody... It seems that Taiski accidentally evaporate the water from the sand instead of extracting it. The stronger sake couldn't fool you from seeing that in fact not only was the cup for Taiski not filled but it was totally dry. On one hand that was actually a rather advance move for a novice and normally you would congratulate her but she still failed to complete the task.

The proper way to extract the water, where you channel the chi into your arm as you do a single motion of pretending to lift with an open hand. The element in question would simply be lifted up depending on whatever the mage is thinking but Taiski did more than that. When recreating the same movements Taiski had shown to add her fingers to move inward. You speculate that along with the extra movement and what might have been concentrating chi within a single spot on the hand resulted in not only the water being pulled out of the sand but ripped apart by sheer force to such tiny matter as to become mist.

Explaining the error with as much details as possible until Taiski complete the task without any problem. After all was said and done Sosenyu still had a smug face when looking at Taiski, likely thinking about how great she looked compared to Taiski. Now it was time to think up of a way to spend the rest of the class day.

After that, let's check to see whether we have any mail.

Then let's do a class on wood magic. How about for an easy task, trying to make a flower open and close at the student's will? Then for a harder task, they should try powering a vine to grow a certain distance up a wooden frame in a time limit. Bonus points for being able to guide the vine's direction.

When walking to the mail room of the school you realized the air was building up with tension from something you can't put your finger on. There was an important looking scroll that arrived with a government seal on it. The message starts off with...

It goes on to talk about unity and obedience with other formal fancy speech thrown in to keep reminding the reader that they must act like a loyal subject no matter the circumstance. People "of note" were given these scroll whenever the Regency did something that might upset the population. You put back the scroll after reading it and went back to your class.
The day when by without anything exciting happening as the students practiced controlling planets to differing degree. When the exercise of controlling the vines to climb up a pole came it turned into a competition.

Taiski manged to force the vines to climb at a pretty good speed but it was slowed down by the fact the vines were spiraling up the pole instead of going straight up.

Sosenyu said after reaching the top of the pole. It appears that once again that she will get the extra points.
It is passed mid-day and everybody is eating lunch outside of the classroom. Some of the students ordered food to be brought from outside the school while some had rice boxes from their room. As you eat your grilled salted fish, you wonder why you got the message and what to do for finishing off the class after the lunch brake is over.
