All factions have one pro and one con to them, and they are listed in the following:
House Telvanni, House Hlaalu, House Dres, House Indoril, House Redoran: Morrowind has become embroiled in civil war between the Great Houses. Suffer -1 spaces on other Dunmer powers, but have +1 spaces against the Hist, Pelletine/Elsweyr and Anequina/Elsweyr.
Shornhelm, Evermor, Camlorn, Wayrest, Daggerfall, Northpoint: As usual, the Breton powers are divided, but a unifier could soon be on the horizon. Suffer +1 spaces on other Breton powers but have an increased chance of civil war and rebellion.
Orsinium: Orsinium was recently sacked a decade earlier in 2E 415 by the then-emerging power of Wayrest. As such, Orsinium suffers -1 spaces against Breton powers, unless a Breton power has united High Rock, in that case it turns into a bonus of +1 spaces.
Hammerfell: Coming into contact with the Akaviri Potentate, the Redguards have since been employed in the legions, and are considered a dependable cavalry force by the Cyrodiils. However, furious at the lack of respect from Potentate Savirien Chorak, they rebelled against the empire. Hammerfell is extremely prone to civil war, but has +1 spaces against Breton powers.
The Hist: The Ancient marshes and swamps of the Argonian people, ruled by a mysterious tree-god known as the Hist. Suffer -2 spaces on all attacks because of gross disorganization, but increased chance of friendly rebellions or civil war when being occupied by a foreign power.
Falinesti, Woodhearth, Elder Root: Following the assassination of King Dondore Camoran, Valenwood has become wartorn and hellish following the succession crisis. The three nations of former Valenwood all have their own claim on the throne, and regard the others as illegitimate. Suffer -2 spaces on other Bosmeri powers, until Valenwood is reunited, but increased chance of civil war.
Akaviri Potentate: With no heir to the Reman dynasty, the Empire dances to the tune of a Tsaesci ruler, its powerless Moth priests idle on vast, poorly-managed estates. Since the death of Reman III, the flaws besetting the Empire have rapidly become apparent. There is neither the manpower nor the gold needed for an effective army, leaving it unable to deal with the many insurrections and civil wars. Nonetheless, it is still possible for the Empire to rise again. Times of crisis create opportunities which, if seized upon, will see the Empire re-forged and re-vitalised. The Potentate suffers not only from -1 spaces on all nations (until 2E 435, which then turns into -2 spaces) it has an extreme chance of rebellion and civil war.

Alinor, Aldmeri Separatists: The land of the Altmer, the Summerset Isles is now ravaged by civil war. The separatists are the remnant of the Imperial Province of Alinor. The civil war began some five years ago when the Thalmor took power in Alinor and declared independence from Cyrodiil, leaving the pro-imperial loyalists alienated. +1 spaces against Bosmeri powers but -1 spaces when attacking non-elven powers.
Pelletine: The Land of the hardy Khajiits, they have thrown off the yoke of the Akaviri Potentate. +1 spaces while attacking southren parts of Elsewyr but increased chance of rebellion when attacking northern parts of Elsweyr. If it unites the whole province, Pelletine is renamed to Elsweyr.
