Pretty much. Though I can't see him doing that often. The only limit to his power as of now is his pain tolerance.

The only way for him to get rid of his extra body parts is by chopping/tearing/slicing it off of him which is also extremely painful. Though he can always regrow skin and flesh to prevent himself from bleeding to death which also add to the pain.

He can't miraculously regenerate himself automatically. He'll have to focus and use his powers to make new replacement(s) which would be difficult to do as it just adds more pain.

Unless of course another anon suggest another power that would negate all of those side-effects and downsides.

All add more into his backstory then:
He was a test subject for a regenerative research program. The project was supposed to help amputees and people with failing organs. This project will revolutionize the medical field (and make lotsamoney for the greedy corporation).

The experiment worked well. Too well. At the first signs of the serum taking effect, the then-quadruple amputee [INSERT HIS REAL NAME HERE] started sprouting random body parts and all over his body ending in him becoming a giant ball of limbs. He then lost consciousness from the extreme trauma almost to the point that he seemed dead to the scientists.

The scientists were horrified by this and dumped his presumed corpse into their waste disposal center in an attempt to hide their abhorrent experiment from the world to preserve their reputation. With a small clinging spark of life and his determination to survive he managed to reconstruct his body. Unfortunately his brain cells were damaged from the extreme transformation so though his powers repaired him, his memory is lost forever.

A few years later he started a new life. He had a pretty normal life until one day his powers resurfaced. A series of life changing stuff happened to him (probably agents of the science lab/corporation chasing after him after they've discovered that he's still alive) and that convinced him to use his power for superhero work and here we are now.

So, does this guy have regenerative powers like Wolverine does?

He has to activate his power manually and focus on the wound. If left alone the injury heals itself at a normal human rate, forming a scar if it's deep enough. That or injury kills him if it's too grievous enough and/or left untreated.

He can't cure himself of poison and toxins. He can however rip out the poisoned/infected part of himself and replace it with a fresh new one but if the poison/infection/toxin is already all over his body then he's pretty much fucked if he can't find a cure or get treated in time.

The fact that he has to activate it manually means he has to be conscious in order for him to use it. Obliterate his brain or kill him while he's sleeping or knocked out and he dies just like any other man.

Don't focus on this too much, it's his ace in the hole. Normally he can just eat lots of meat and save it for later, but if he needs it in a pinch he can use raw meat. I'm also going to assume that if he works out he can just rebuild his muscles with his power.
