With the expansion of the Village underway, the men needed more protection from the cold to be able to keep working.

To meet this demand, tailors began developing more covering clothing such as pants and experimented with ways to maximize warmth while minimizing weight.

They began sewing a thin fur in between 2 layers of cloth, while it wasn’t the warmest clothing it was enough and didn’t restrict mobility very much. This sped up expansion drastically.

However, larger buildings were unable to be completed because of wood not being strong enough to support the weight.

The Chieftain was unfazed by this delay and suggested that we use stone as the foundation for the buildings. His reasoning was that if we used large stones as the main body of the foundation but in between applied a hardening ‘mud’ of some sort.

However the Chieftain does not know what it would be made of, clay could be possible but it’s not really strong enough to be a proper building material.

What will the Chieftain do to solve this problem?

The Chieftain thought maybe grinding up stone and mixing them with cattle dung would create the mud he imagined.

After many attempts, the Chieftain gave up. It was simply too wet here for the mud to dry properly and the project was abandoned along with the larger planned buildings.

However the expansion was overall successful and the population has even more room to grow, with a dedicated fishing district and the expansion to the drier lands allowed for the development of primitive agriculture allowed for another population spike, bringing the Tribe’s total population to 100k with several smaller outcroppings in undeveloped territory, these outcroppings however are not managed by the Chieftain directly and authority is limited.

Letting them be would eventually lead to decentralization and a less unified Tribe, alternatively the Chieftain could order them to colonize the abandoned village and keep them within the Chieftain’s jurisdiction but forcing them to do so could result in lowered popularity.

On a brighter note the diversification of food sources has allowed some of the population to specialize in certain things and for bright minds to have more opportunity, this has resulted in the development of primitive mining and metalworking. Our military has better protection and weapons now but is still largely an undisciplined band of brutes.

Due to the larger population, the Chieftain is no longer able to manage it all himself so he renamed his position to Oberhäuptling or High Chief and created positions for law enforcers and friedensrichters or magistrates. The friedensrichters would also be elected by the people of each village.

This new administration resulted in a new problem of keeping track of everything, some of the newly made friedensrichters developed an idea of a zahlensystem, number system, in which certain amount of things would have a number associated with them.

The newly formed zahlensystem and metalworking has resulted in these metals being used to trade which has sparked an idea in the administration of standardizing the metals in to coins that held a certain value, the people are skeptical and many are not buying in to this new system. It will be awhile before currency becomes widely used.

What will the Oberhäuptling do about the settlement issue?

Separate the magistrates in different groups and give each one an issue they have to solve or an idea to develop. For example, one group can deal with the building projects and other with the settlement problems.
Law enforcers can focus on trying to make the outcropping a little bit more controlled by sending some there.

Rather than force these settlements to resettle the abandoned village, the Oberhäuptling sent law enforcement and magistrates to manage the villages.

While this has been met with some resistance from the settlers they have overall accepted the new administration.

Furthermore the Oberhäuptling has divided the magistrates in to different categories so each group will handle different issues.

Some magistrates have been made in to gouverneurs who manage the smaller settlements, these of course are voted on by the populace as well, gouverneurs will also be in charge of the settlement of new villages.

The magistrates in charge of city and village development have been named stedenbouwkundigen.

Each settlement will have a penningmeester to manage it’s income and expenses of both goods and currency.

The Oberhäuptling has established a council of lawmakers to manage laws and judge the most serious of crimes.

Stone working and mining has advanced enough for it to be properly used in building and one of the Oberhäuptling’s advisors has suggested building a large building to house the central government and future Oberhäuptlingen. This building would be called a parlementsgebouw. It would be quite expensive but could stimulate use of our currency and speed up the death of bartering.

Will the Oberhäuptling authorize this project?

In the mean time, some quick surveys has provided information that there are other people around us but none are as advanced as we are.

A nearby tribe has pledged allegiance to our Oberhäuptling, they seem to see him as a type of god-like figure because of how much power he holds.

Our own shamans and administration say that letting them do so could be beneficial in having cheap labor.

Citizens, however, are not supportive of exploiting them but they do not see the harm in letting them worship.

Law enforcement have concerns about these cultists growing too zealous and attacking non-believers and urge the Oberhäuptling to declare he is not a god and all worship of him is discouraged.

Some fanatical supporters of the Oberhäuptling believe he should declare he is a god and encourage ALL citizens to worship him.
