In terms of governmental concessions, promise them a proportional amount of cabinet positions, as well as a few Ministerial seats. Additionally, propose to allow them to have some autonomy in the regions that they received a majority in. Finally, offer to have a third party observer come in and oversee all future elections to make sure that the process is fair and balanced.

In terms of platform adjustment, try to get them on-board with a universal healthcare system modeled upon that of Sri Lanka – with lots of small, rural physicians to make sure that everyone can access them; the issue is already one of our priorities. Also offer to institute a program like the Italian system of unemployment wherein unemployed workers can opt to take state funds to start up cooperatives as long as they have the manpower and technical expertise to do so. Although your speech is lengthy, it seems to have stuck to the Party Secretary. He understands that a civil war will only worsen the country. He agrees to re-incorporate their provinces into your own.

But... he wants the two southern provinces to have increased autonomy and to have the MCP be the only party in those two provinces, essentially making them a separate one-party dictatorship from the rest of Madagascar. Also, he wants the Minister of War, Education, and Agriculture to be replaced with MCP members and for a fourth of the legislature to contain MCP members. You think over the terms, and you recognize the fact that you have the majority of the population, commerce, and military on your side. You can reject his offer and declare war on their rebellious activities, or agree and essentially split the country peacefully.

Here is my proposition:

I think we should agree in person, but as soon as we are a safe distance away have our troops march on the rebel territories. He asks too much, and insults the republican tradition of our nation. When we get back to the governor’s mansion, attempt to address the nation over the most popular type of media (radio, television, whatever) explaining the dire choice that Madagascar faces – that between despotism or rule of the people. Make sure to refer to our enemy as “fringe elements of the MPC” so as not to alienate those that might sympathize with us.

All the while. Have our men attempt to make contact with lower level members of the MPC, and encourage them to make an alternative Malagasy Communist Party which would remain a part of our government. Make clear that there are cabinet positions and ministerial seats open to those that would defect to our government, and they can still have the same proportional 40% of our legislature as the MPC did. Considering our greater control of the army, at least some must realize that their movement is doomed.
