Should I make a quest based in a hive city/outskirt of a hive. It would probably be a civilization style game.
I just wanna get the general consensus of this board before putting in the time to make the world.

sure why not, starting a high tec civ sounds better than a tribe with 5 people and a stick. at least we couldn't roll to build another stupid building for seventy rounds that way.

If it ends up being inside the hive we wouldnt really be building anything, just taking over whats already there. It would be sorta like a gang/cult starting where we work out way up towards becoming a major gang house/Hive Lord

Should I start inside or outside the hive?
Outside will be wastes of some kind, typical of a hive world. Offering more space, less resources and a more classic "civ" feel (needing to build stuff and gather materials)
Inside the Hive would be tight quarters where youd be much closer to your foes, resources and instead of building youd have to take lang from others.

Sounds fun, depending on scale and who in the hive you are.
I'd rather go for being a minor noble and doing intrigue and plots.
