Your people have fish for many years using their hands. This work for the most part, but only the shiftiest can be fisherman. That is until some kids of the tribe began playing the game of hitting the fish swimming with stones, and was successful in bagging a few.
The elders got together in their hut, with the chief to talk about this. Over time they came out of the tent with a sharply stick, testing it proved to be a major success.

Ok, so I choose the Ursine, living in some plains along the coast, although you can see some forest in the north 200 meters away from it. It's goverment system has an emperor which serves for life, and a senate that will dedide among themselves who will be the next heir. As the senators die/quit, they will get replaced with new ones elected by the male population. The senate size might vary depending on the population.

Using this new found technology, the fishers got to work testing it out. After a few days of fishing they came back with enough fish that will last for weeks to come. Even the slower men of the group were more successful using the fishing spear in their trips.
The people are happy with the added food, and would like to thank someone for this bounty of food. Maybe a festival is in order remarked some of the tribes men and women.
