As for the exposition, Maxwell begins to talk about blob abilities.

All blobs have three main abilities: Basic, Attacks, and Lv.10
Basic abilities are usually unique to a Blob and will have access to them at all times

All blobs start with two attacks, which can be changed when equipping weapons. Blobs that aren't suited for hand-to-hand combat usually end up with the weak PUNCH and KICK.

Level 10 abilities are obtained once a blob reaches Lv.10. However, there are rare cases of blobs learning a Level 10 ability at Lv.1, like Cytosol's SPLIT.
Also, all blobs have access to FLEE at all times.
