If the problem with sound in WebMs is that they are guaranteed to create screamers, why not add counter-measures specifically against this?
There could be a volume limit that checks the decoded audio for excessive clipping, and there could be a warning on thumbnails on any video with audio.
It's not like people can't post screamers on the two gif boards anyway.

Man, it's an image board. Webm uploads were made to look like standard images on purpose. And it could actually be even better integrated by removing the seeker/player bar completely.
