Changelog:
-Removed the life rating and emigration push effects from the genocide modifier, but doubled the malus to immigrant attraction. Made the preparations_to_kill modifier kill immigrant attraction.
-Made easier for Bolivia and Peru to take the Native Protection Act. Changed the tech requirement for it.
-Fixed several problems with group modifiers in the pop_types file that were assimilating pops that shouldn't assimilate.
-Halved the prestige factor of dismantling forts/naval bases.
