Why not? What does enforcement have to do with how long someone's been on a board? Neither the rules nor the sticky have any kind of "seniority" stipulation. (And there would be no way to implement it if there were.) They apply to everyone.

Those users are used to not have the rules being enforced, just ocassionally. You'll notice that even after rule enforcement they still shitpost or find ways to bypass rules just to make the same threads and keep the status quo.

That's the problem. It shouldn't continue this way, but rather start enforcing the rules all the time and get them used to it.
