are you allowed to use these for regular postage or do you need some kind of permit?

i received this sheet of stamps around 2 months ago,and i've been using them on a lot of postage, i got them from the veteran's administration for free, cause apparently i guess i sent them a donation(though don't really ever remember doing that.lol)
and today i got a letter sent back to my mom(who borrowed one of the stamps) and it said it wasn't valid.

you'll have to post a better picture, but those don't look like real usps stamps. if they are real, the postage will be printed on each one.

Those aren't valid postage stamps. They're just decorative postage stickers sent out by the DAV for a requested donation.
