I understand /jp/ and [s4s] is for some reason excluded from this rule, but why doesn't it count for boards like /pol/ /int/ /v/ or /bant/, the amount of fags avatar posting as cirno is too fucking constant.

I don't think you understand what "avatarfagging" means in that case. Unless you are playing as a character it doesn't count.

Two different things.
In Avatarfagging you're just posting the (nearly) same picture as your "avatar" signature, and your text doesn't have to have anything to do with the picture.
In RPing, you pretend to be the character, with or without pictures.
If OP just posts a 2hu once, it probably doesn't count, but you never know with our NewMods.
