Deletion is 60 seconds before you can delete and 30 minutes until you can't delete anymore. Creating a new thread depends on the board. On most it's 10 minutes, but on /b/, /bant/, /his/, and /pol/, it's 1 minute, on [s4s] it's 5 minutes, and on /jp/ it's a full hour. The data is available from https://a.4cdn.org/boards.json. Also there's a 5-minute cooldown between starting a thread on one board and starting a thread on a different board.

Huh, I had no idea this existed.
Also for deletions it's something like 3 deletions per 30 minutes before you get "you can't delete posts this often".

Those I don't know. I don't think they're documented anywhere in the API. You could try searching desuarchive.org/qa/ to see if somebody has found them by experiment before.
