But the answer is the same really, you're just looking for software written in a scripting language the host supports (e.g. PHP).
Certain types of proxies are probably not possible on a shared host because they use the "Host" header to figure out which of the accounts on that machine handles the request. But the web-based ones are certainly possible. But again, it is probably something they will kick you for.
What kind of proxy do you want to provide?
http, SSL, socks4/5, PPTP/L2TP/IPSec, or some custom proxy protocol?
You may want to install different software and have different server requirements for different kinds of proxy.
