Above average, but higher in the past. It's normal for more intelligent people to seek out the obscure. Generally speaking I would say the less "normal" and smaller the board is, the more intelligent its users are, though there are probably some exceptions. /pol/ is at best average.

Any online forum with users that posted in good faith and made an effort would be great. It doesn't matter how great the platform itself is, the potential still needs good posters to actualize. 4chan hasn't cultivated that kind of an environment, and here we are.

I see 4chan's potential in it's rules and default anonymous posting. People might do and say things differently when they're anonymous. Honesty from their core, because they can't really be judged. The fact that so many people abuse it is beyond me.

About the same I would say. Maybe once upon a time you could say /g/ was better at computers than average people, but it's so full of generic generals and tech support these days that I wouldn't say that today.
Similarly, you could say /jp/ or /vp/ had a lot of obsessed nerds on it at the beginning, but the normalization of 4chan has had devastating effects on those boards as well.
