I was under the impression that /qa/ is for the discussion of meta and such things.
If a thread has content that could easily fit into an existing board why not post it there instead of /qa/. Is this not considered off topic, at worst spamming/flooding both being violation of global rules?

Nothing is stopping you from making meta threads and you can see meta threads on the catalog right now. FYI, "delete ___" or "mods are JIDF because I was banned for ___" aren't meta.
Anyway, /qa/ isn't "for" anything. It's mostly abandoned by staff and in 2015 it became a laid back meta board. In 2016 people unfortunately turned it into a complaint board (but still with nice threads here and there) and it also was cursed with /pol/ and pony spam as people here purposely instigated /pol/ into raiding the board many times. /qa/ as a community decided to try and expunge those elements and this was the result.
It also so happens that 4chan still has no nijiura board (and likely never will) so it's a good stand-in for that with the bonus of its unlisted nature keeping away a lot of riffraff. This is the only place on 4chan I still feel "at home" on. It's a not-4chan that exists on 4chan.
Finally, nothing is keeping you here. You're free to leave at any time if you don't like it.

Quite frankly you'd have to ask me this question every few days for a comprehensive list, since many meta threads are dead on arrival from the opening spam they get (either variant of the go to irc image or wayq), its a pretty effective way of shutting them down since they do it so quickly and I don't think non-discussion bumping would save them.
