In theory you can already discuss any of those topics on /b/ or even /qa/. The problem is no one that is capable of sustaining those conversations is willing to constantly participate in such discussions. Officially making a board like that will result in it being filled with charlatans and posts similar to [s4s] and sfw modern /b/ (YLYL). There would be no room for general board for 4chan and internet culture discussion and few posters cable of providing accurate information and worthy analysis of general 4chan and internet culture. One of the first problems that such a board would need to solve in order for capable posters to use it would be the speed and population of the board. I don't think the modern 4chan staff is much interested in adding a board that doesn't attract large numbers of users.
