I think good behavior and a safe populace go hand in hand. In practice, laws don't ensure anything. Regardless of their intended purpose, they a gun pointed at the citizens to make them comply with the threat of incarceration, injury or death. None of which has been proven to effectively prevent crime, and once an offender is in the system, there's very little evidence to suggest that the prison time rehabilitates them. Having a felony on your record that follows you for the rest of your life doesn't help the process of reintegrating into society either. This makes gaining meaningful employment much more difficult, and together with Stockholm syndrome, a free person might suddenly decide that he wants to return to prison. Ultimately, it's the parents who decide the behavior, and by extension, the safety of a society. You get what you put in. Violence in, violence out.
