Memes died because they became highly accessible.
I would consider "meme culture" to be those sites you mentioned. Humorous fads are a natural product of an online culture and when something is exported to another group that has no context or history with the thing it's already dead.
Phonefags don't ever make OC unless they do it on their PCs at home, but facebook and twitter had a much larger impact than phonefags did. I think what you call "meme culture" already existed long before the internet though. They had memes in the 1950s-1980s although they were mostly based on television and movies. The internet just helped the memes spread faster. It is far from dead and can't be killed as easily as you think

Memes are barely existent anymore. 90% of normies don't know the difference between a meme and a viral image and consider the word meme to have superseded the word viral. Seriously, go to any subredd*t about "memes" or some 9gag-tier "meme" site, you won't find a single fucking actual variation on an existing gag (read: actual meme) anywhere on them, just viral images.
