A textboard for discussing manga is laughably cumbersome and useless compared to the ease of image dumps on an imageboard. I totally support the idea but think it would be a mistake to host one on 4chan.

There are a few reasons. Nostalgia, simple straightforward design, unattractive to certain elements we don't want around. The downside is very few posts and mostly wallflowers, lax moderation lets spam in easily, which while easily cleaned up it's demoralizing. 4-ch for example is cool but only a very small population are regulars.
