Wouldn't it make more sense to give everyone a static IP?
That way the ISP could track you better and determine if you're an internet pirate or worse a cyber terrorist.

Because IPv4 does not have enough "numbers" for every connected computer. Some areas have more people than obtainable individual IPs, so the IPs just get cycled around.

IPv6 would fix this easily, but implementation of that takes a significant amount of time.
