That's mostly because the guy who was mass bumping everything in order to kill frog threads has stopped. The question is whether the bumpbot encouraged him. I'm afraid it may have, because when he did it, the bumpbot interpreted his bumping as an attack and started mass bumping threads itself, which from his perspective may have looked like it was helping him.
The bot's contribution to board speed is almost insignificant unless people are spamming and mass bumping. According to a list that the bot operator posted, in normal circumstances, like right now, it only bumps about 10 different threads, and, from what I've seen, only when they reach page 10 - the threads currently on page 10 were bumped 15 hours ago.
