And they're almost never referred to as such. There's this prevailing perception that moderators are board specific rather than site-wide.
Also, while the mods are in principle global, they tend to spend most of their time on certain boards. For example, when people complained about the /k/ mod on /q/, they weren't complaining about an imagined boogeyman.
It's reflective of how ignorant some users are of the site they use. When someone makes the mistake of saying mods are board specific I immediately treat everything they say as words of a newfag. It's quite a useful indicator for newfags if this assumption is right.

But it's not like there is a need for every board to have it's own mod. The ones that need it are the main and most popular board like /a/, /v/, /pol/ etc., the board that share a common interest, like the porn board could be under a single mod, and board with barely any traffic like /po/ could be left to a janny. But sadly most of the mods don't give a shit about the site, only their little corner where they think they are gods.
