He's right but it does not apply to every board on 4chan.
Also, another reason why this is the case is because mods encourage everyone to "play fair" instead of being able to call out shitposting.

True in some ways, but being less tolerant would cut the number of individuals who think they should use 4chan as a garbage dump. Start with the basics, like consistently banning softcore porn and inane frog/anime posting. But to even start on a path of improvement, there would need to be more people moderating. So far, they haven't really made moves towards that, or even getting rid of obviously bad mods/janitors like the ones on /tv/ and /jp/ who think complete trash is a running riot of laughter.
