To make a part of your comment the punchline basically. You generally only hover over spoilers after you've read the rest already, giving it a slight suspense. They're basically really good brackets.

if its not intentional, they might not know how to use it,
if its intentional, its the simple reason of "i have my personal reasons or give my post more impact and there's no one to stop me anyway"
plus, spoilers are pretty neat when you want users to actively hover your comment too ,
it gives it some mystery to the onlooker until they seek it out, perfect for a surprise

It's a serious mistake to try to insist that features must only be used for their original intended purpose. It limits creativity.
