Saging a thread should be public, and announcing sage shouldn't be a bannable offense. Back when you were able to sage publicly, people just scrolling would see a shit thread, see that a few people have saged out of disapproval, and proceed to either ignore the thread or also sage out of disapproval. Nowadays, people mainly post (you) out of disapproval, and I'm willing to bet they don't even sage, so it bumps the thread, and attracts more shitposters.
Yes, I realize sage was never originally intended to be 4chan's implementation of a downvote, but that's how 99% of people used it. And, compared to how things are now, I'd say it was pretty effective.

This board literally has no function. The Q&A has absolutely nothing to do with general questions and answers like some people pretend. It is literally questions and answers for moot's final Q&A when he left the site. That's what this board was made for.
So technically all we should be doing here is asking moot questions and waiting for answers, which of course we'll never get.
Just use the board for whatever the fuck you want. Most people treat it as a meta board since that's the most logical evolution. So your thread is in the right place.
