Anime/Manga Retro would be a good idea. Discussions of retro anime on /a/ tend to get buried by the faster-paced discussions of current series. Normally threads about older shows get buried because less people have actually seen them and those who have seen them are not likely to notice a thread or reply to it.
Having a board just for discussion of retro anime/manga would allow a place for people to go specifically for discussion of older shows, resulting in threads that would be slower but would live for a few days at a time. I could see a lot of good discussions cropping up from people who go there specifically in search of that kind of discussion.
It might also encourage us to mind our backlogs more.
But, how old would "retro" be? Even though the word "retro" makes you think pre-2000, I would personally say anything older than 10 years should be considered fair game.

Since the definition of retro is ambiguous not only because of where to draw the line and whether it moves or not, it would be more optimal to have an /ass/ - Anime Seasonal Shows.
Discussion there would be about shows currently airing, Thoughts about the season and AOTS should go there.
Using images or posts regarding /ass/ anime in /a/ shouldn't be forbidden as long as it doesn't become the main topic. For example, if somone in /a/ responds to someone's question of "who's your favourite girl?" he can answer with some girl of the season.
As for manga and LNs it's a bit complicated since they tend to have longer runs. Given the doubt I think they should remain in /a/ by now
There would be certain gray topics such as threads comparing older shows with airing ones but they could be allowed in both boards.
And there is the case of franchises like Fate, Bakemonogatari and JoJo, with several entries in them being already ended anime but have more seasons assured to be coming out as there is ongoing source material. Specially weirder with Fate having both a currently airing spin-off and the Heaven's Feel movie in the works (wich with it being an adaptation of a VN route is in some way a continuation to the previous anime). There are also properties like Full Metal Panic or Code Geass, last episode aired almost ten years ago but with "surprise" announcements of new seasons.
I have no final solution for this last paragraph but they could remain in /a/ as the franchises began long before the current season.
Lastly, as some final touch, /ass/ could have a sticky, which would be updated every season listing currently airing shows or a picture of a chart. Not only does it establish what is allowed in the board, but it has to be taken care of a mod interested in anime, showing a side of the moderation team more connected with the hobbies of the users.
TLDR - /ass/ for anime airing in the season, /a/ for everything else anime or manga related

I like /ar/ better. /ass/ sounds too much like it would end up /ag/. Plus it's taking what has always been the main topic of /a/ and moving it elsewhere. /ar/ would be giving a fringe /a/ topic it's own board, which would be more appreciated and be an easier transition.

IMO the cutoff should be 1990. If you allow 90s anime I think that the board would basically become /a90/ because of all the popular anime from the 90s (EVA, Cowboy Bebop, Sailor Moon, etc). 10 years is an even worse idea, it would be /haruhi/. Although I wouldn't mind a /haruhi/ board.

That only happens when most people are awake. During its less busy hours like now, it can take around 40 minutes for a thread to die.
That being said, you can't really slow down a board. It's the population that keeps it going.
The only way to really slow down activity is by hiring more mods, who will go stricter on the userbase.
