in my previous experience in both food and industrial industries I would assume this is a freezer of some sort. I can't be 100% accurate as I'm not there in person, telling from a picture is harder, but if I were to wager the actual material of the surfaces, they're basically insulated walls with sheets of steel covering them. googling walk in freezers and cold storage also reveals that typically the wall mounted air units (what actually controls the temperature) are mounted in a similar fashion.

The thing I find most peculiar about the freezer picture is the number of air units actually mounted on the wall for the size of the space.

Other things to note, which I would say are less noteworthy due to the fact that we can't actually see the whole room, is that there doesn't appear to be any sort of ventilation or drainage system. Again, they could be out of frame, but there is usually some sort of ventilation system to prevent the entrance from becoming stuck closed to to the seal created when the door closes, and how it affects the air pressure within when opened.

I don't know if this is any actual useful information but I figured I'd share what I know at a glance.

So if one doesn't want the air inside the room to leave the room, and whatever is inside doesn't require air (any longer) and an odor could escape, then it would be preferable to not have that type of ventilation, I would assume. I how the morgue is kept with the bodies in those shelves...they must not have ventilation there, either.

Just one of those evaps would be adequate to utilize that space as a deep freezer.

A lack of ventilation isn't unusual though like some people have suggested. You actually want to minimize air flow in such a space because air flow brings in moisture which will freeze to surfaces and frost the entire room up.

So it's typical for a commercial food freezer to have shit ventilation. It leads to dust gathering on everything, but otherwise you would have to routinely remove everything and thaw the entire room (which would be expensive as fuck).

If the walls are indeed clad in metal that would actually be pretty unusual. But I think it just looks that way because of shitty lighting/white balance on the camera that took the picture.

Judging by the size of the refrigerant lines, it's definitely a freon system. Too small to be carrying Ammonia or for an indirect glycol system. (Plus standard color for such lines are white and green respectively). Not sure if that helps with anything, but Just a fun fact I guess.

The apparent plastic shroud over the evap fans is also kind of weird to me. I'd normally expect to see metallic fan shrouds. If anything to me that would indicate that it's storing things at above freezing temperature because otherwise the constant extreme expanding and contracting of the plastic would probably wreck it.

I can't speak for anyone else, but using the contextual clues in the comments, at the time of posting this was a relatively new installment or aquisition. That said, assuming it is a sort of "DIY" installation, I could see the discolouration on the floor being dirt, especially because it appears most concentrated under the air units, which would require the most time to be spent, be it moving in step ladders or stands or even people to hold it in place before they're secured.
