There are two main factors behind the amount of fallout created during a nuclear blast: weapon design and how much material is nearby to be swept up into the detonation.

As for weapon design, the physics behind nuclear weapons are pretty clear. Now, I'm not up on the very latest modern designs, but you need certain materials in certain quantities in order to create the supercriticality needed for a nuclear detonation. Some parts of the weapon itself become part of the fallout, like parts of the casing or lenses that don't fully evoporate during detonation, but it's a very small amount compared to the material sucked up from the ground.

Sadly, decay is entirely dependent on the elements created during fission or fusion. Because of the nature of physics needed for a material to become supercritical (critical meaning that when split or fused with another element, particles released from the initial event cause a second event, and so on, supercritical means that more than one secondary event is possibly created), a certain density of material is required. Only very specific isotopes that have an amount of instability are suitable for use. There are ways to trick the system, as it were, such as using a fission bomb to detonate a fusion bomb, or using booster elements to increase the yield, but there is only so much that can be achieved due to the nature of physics involved. There may be some advanced methods of using different elements that I don't know about (I'm no physicist), but cost and overall weight are a major factor as well.

I remeber this from a Tom Clancy novel. I think it was Clear and Present Danger where an Israeli jet carrying a Nuclear Weapon is downed in teh 6 day war. Years later they find the bomb and a terrorist group have a nuclear phsyicists make a bomb with the uranium on the inside of a conventional bomb that has to be detonated in a very precise way with nuclear triggers.

Try the Nuclear Security & Safeguards Education Portal. Last I checked it was free to register and has a pretty good online discussion of basic nuclear physics and expands into security issues and safeguarding nuclear materials. And it's designed for policy students, not hardcore physics nerds so it's easier to pick up.

That novel was probably describing explosive lensing. Ok, like I stated before, your material must have a certain density in order to achieve supercriticality. One way is to have a lot of very dense material. A second way is to push hard enough on the material to make it more dense. In the Hiroshima bomb, a piece of uranium 235 large enough to be supercritical was separated into two halves. Each half was then thrown together very rapidly causing criticality. A second method is to surround an isotope with explosives and detonate them all at the same time. The pressure from the explosions pushes on all sides of the nuclear material, forcing it to become denser until it becomes critical. The Nagasaki bomb was like this, a plutonium core wrapped in explosives.

These are called implosion fission devices. The trick is that every explosive must detonate at exactly the same time. If one explosive fails to detonate on time, it destroys the bomb instead of creating nuclear fission.

I do not know if uranium 235 could be practically fissioned like this.
