The eye being what collects the information and decodes it in the subconscious. If you can 'encode' specific information into light, you thus transfer information to the intended recipient.

Yes of course, but you still can only understand video and language in some sort of context. The point is, with this transfer of data through light, you need no pre-required understanding to take the information. Which in theory could transfer information on a different level.

For example, a human and an ape could both watch a video. The human can watch and listen, understanding the language and imagery. The ape would not.
