That's more or less correct.

The US is using them as a fallback position, after their FSA/JAN/AQ strategy got blown up by Russia.
At the cost of alienating Turkey, they plan to support them so that they can push on Raqqa, break ISIS and carve out a pseudo-state Kurdistan across eastern Syria and western Iraq, and potentially southern Turkey. This would give them a geopolitical tool they could use to leverage against Russian influence in the region in the future, and maybe even get the gas pipelines through from Qatar into Europe, undercutting Russia's gas monopoly there (what this who game is all about).
It wont work because, 1) the Kurds are suspicious of them as they are allies to the Turks, and 2) they aren't interested in taking Raqqa or pushing through the eastern Syrian desert.
They are interested in autonomy promised by Syria, and they are open to Russian support because they aren't military allies with Turkey and they have demonstrated that they get shit done.
Its a Hail Mary gamble.

Kweres airbase is one of the 17 airbases that remain active. Kweres has little value as an airbase however and has already been under constant siege since December 2011.

Originally completely surrounded by the FSA, the siege was taken over by fighters of the Islamic State after their rapid expansion in Eastern Syria well over a year ago. IS have stormed the base on a number of occasions whilst utiilizing UAVs to spot targets for the U.S. made 155mm M198 howitzers captured in Iraq, which have now used to shell the base and its surroundings.

Kweres was originally constructed by Poles in the early sixties to serve as the SyAAF's main training base. Most SyAAF pilots once got their wings here, which makes the airbase of high symbolic value. IS is frantically looking for large propaganda stunts to retain the detterence it once boasted.

As Kweres is completely surrounded by ISIL, the only lifeline between the airbase and the rest of regime-controlled Syria is the SyAAF's helicopter fleet, which continuously supplies the airbase with anything ranging from food to weaponry and their munitions. One squadron of Mi-8s was permanently detached to Kweres in part to aid in this task.

The defenders of Kweres almost solely rely on light weapons in the defence of the airbase. This weaponry included SVD 'Dragunov' marksman rifles, Iranian 12.7mm AM.50 anti-materiel sniper rifles, (heavy) machine-guns, RPG-7s, ATGMs and a number of Russian night sights intended for the AKM to enable the defenders to better fight at night. The twenty-six anti-aircraft guns present at the airbase (two from the nearby S-125 SAM site) provide the heavy firepower as no tanks or artillery are stationed at the airbase.

The cost to build the port and refinery infrastructure at the exit port in the middle east and the entry port in Europe, not to mention the tanker fleet needed to transport the gas is astronomical.
The cost of the gas would start at 3x directly piped and go up.
Direct pipeline is always cheaper.
They could not compete with the Russian market if they have to ship it.
If the goal is to undermine Russian control on the energy future of Europe, they need to use pipelines to be economically competitive.

The shortest route is through Jordan and Syria.

Nabucco is a pipeline in Europe, not Qatar, was supposed to connect to both South Caucasus pipeline and Iraqi pipeline as well as Tabriz–Ankara pipeline from Iran, but it seems to be closed in favor of Trans Adriatic Pipeline anyway.

Russia bombs targets in collaboration with Assads ground forces, which means the bombings will be followed up by armored and mechanized units clearing the way with infantry.

As already pointed out IS is an enemy of assads and thus russian bombings and syrian ground forces will push them back.

The thing is in war that you need to have logistics set before you can expand, which is why Russia and Assad are taking back FSA territory before they can engage IS.

Assad isn't really swimming in personel anymore. Fresh troops are needed for the large offensives and capture of tactial ground. The airbase is only tactical in that it has a symbolic value. Until the SAA can secure the entirety of east Aleppo, it will remain relatively isolated. When it is done however, it can be used as an excellent base of operations for wiping out FSA and Nusra.

Really, the only thing to do at this point for the PKK is surrender, on their terms. As a revolutionary group, the PKK failed to inspire the entire populace to turn against the gov't. What they need to do, if they want to succeed ever, is disband and wait. If they disappear for a decade or two, blend back into the regular populace, their memory will begin fading. That's when you can strike the iron again. Under a new banner, maybe secular nationalism (but certainly not gommunism), they have a snowballs chance to succeed. But not right now.
