I don't really think that's a misdemeanor here in Brazil. In any case, here the standard procedure for such small things would be to take note of the license plate (or car description+time of ocurrence) and send a fine/summon( don't know if that's what you call in the US when they call you to the court to answer for something) to the person's home.
Also, it's pretty clear that the officer was on a power trip. The kid was unarmed, and clearly didn't show any intention to assault the officer, the kid was probably just scared out of his mind, yet the officer insisted heavily on him facing down and spreading arms.
