The author says that as though before 1941 in Germany jewish question was dealt with quite reasonably, without mass murdering, after the occupation of Poland it was decided that during the times of war such approach is not effective, so when the war with SU started resident jews were most often killed at once. Although it bothered officers and soldiers a lot and affected the morals in negative way, it was decided that such approach is justifiable during the times of aggressive offense (it all happened in times when they were thinking blitzkrieg would succeed). Later they planned to change approach to soviet jews to a more European like, that was used in German, France etc. I'm reading now about 1941 summer, so I can't tell you more.
