Maybe not at first, but Harvey sure started acting strange once it got close to Houston, as this map shows. It started inland towards San Antonio, did a 180 degree backup to the Gulf to get recharged, then onto Houston and the massive rains and flooding.

I watched the Weather Service maps on Friday, Saturday and Sunday and each time the Low supporting Harvey started to move, it was like a giant invisible hand pushed it back over the Houston area. Instead of continuing inland, it kept reforming and discharging over Houston.
