Because over the past, what say hundred years or so, thr government has shifted from the will of the people to the will of itself. It's in its own self interest to appear progressive which usually sacrifices efficiency.
Anyways, this, like many things, should be self correcting, but the government has no competition. It essentially operates as a monopoly.

It's like education where it's become a "public" business. You have administrators making millions of dollars while students pay tens of thousands to be competitive in the workforce. They then go on to publicly cry about budget cuts and ask the students with debt to donate by becoming an alumni.

With a lot of competition from private companys nasa cant keep up for the same cost thats why space x is stocking the iss nasa's been a shell of its former self for years now and all they really focus on is reasearch instead of action and I think the airforces space corps are taking care of most of the experiments
