The article itself says:

Meaning they are not under investigation for 'terror offences' (as the headline states) but for being members of a proscribed organisation.

Section 41 is the right to arrest without a warrant.

So they have been arrested (w/o warrant) because some fat cunt in an office 'reasonably suspects' they are plotting a terrorist attack.
