Multiple reasons, first of all the guardian power.
Russia, who is protecting Syria, has a stronger military than China, but is of lesser economic importance for them. As a matter of fact, the EU sanctions on Russia benefit the US because they have become an export power of gas and fuel themselves, competing with Russia.
China on the other hand is heavily tied to the US economy, so much that both countries are dependant on that bond. Conflict with China would have much more short and mid term economic devastation than conflict with Russia.
Secondly, NK is a nuclear power (supposedly).
The playbook with a nuclear power is completely different than with a convential power, especially if your main allies in the far east and their tens of millions strong metropolitan centres are in range.
