The actual happening is that Russia mounted intermediate-range missiles on a ship as small as the Buyan corvettes they have in the Caspian. That turns all of those cheap little ships into mobile nuclear-capable launch platforms. I think they have an 800-ton displacement, which is nothing by warship standards (big aircraft carriers are around 100,000).

It makes sense.
Russians like to make adjustments for optimum efficiency the last few years.
The Armata platform was designed specifically so they could use one undercarriage for hundreds of roles, depending on which module you bolt to the roof.
They can invest millions of vodka into mlg warships, but why do that when you can build millions of mlg fishing boats for one vodka?
