The actual happening is that Russia mounted intermediate-range missiles on a ship as small as the Buyan corvettes they have in the Caspian. That turns all of those cheap little ships into mobile nuclear-capable launch platforms. I think they have an 800-ton displacement, which is nothing by warship standards (big aircraft carriers are around 100,000).
