Saying HAARP is capable of delivering a few kilowatts is an overestimate since the majority of that energy is lost before it even reaches the ionosphere. But if you honestly think that tiny amounts of energy in respect to the amount of energy from the sun is capable of effecting the weather (violating conservation of energy in the process), why isn't even country on earth trying to modify the weather over their own countries to get better rainfall or to avoid natural disasters.
Something like HAARP is very simple, and the tech has existed for decades. The fact that nobody else other than the Russians (who're also close to the north pole) have been intrsted in creating their own HAARP facilities shows that the military applications are more than likley related to undersea communications with submarines and research into improving ground and space based communications.
