Capitalism is the reason bottled water exists in the first place. Nigga, Texas gets its water from aquifers which means that to begin with there is usually a limited amount of water. After a hurricane, this water is usually less clean than usual. There is a need to ration water, since right now the only safe water has top be brought in on trucks from another city. Also you pointed to an individual asshole that decided to price gouge and have ignored thousands of volunteers that have gone out of their way to help these people.
