Congress has a full calendar into late spring of 2018, which is right around the time the six month delay ends. If they take up DACA, something else like healthcare has to be dropped. Going into election season after choosing beaners over healthcare would be political suicide. Trump knows Congress can't pass an amnesty in this situation but gives illegals a six month head start on self deportation. Some will choose to go underground but it'll be a small fraction compared to those that get the boot.
